The objectives of PMKVY 3.0 (2020-21) include creating informed skilling choices for youth, supporting their skill training and certification, encouraging private sector participation in sustainable Skill Centres, and benefiting around 8 lakh youth during the scheme period.

Establishments receive 25% of the stipend (up to Rs. 1500/- per month per apprentice) and up to Rs. 7500/- for fresher candidates' in-house theory training. The Domestic Workers Sector Skill Council focuses on the Recognition of Prior Learning (RPL) via PMKVY. RPL certifies individuals in unregulated sectors, benefiting over 47 lakh people. It aligns skills with NSQF, boosting employability and providing education alternatives. Free participation, Government certification, monetary rewards, and digital literacy are benefits. Three years of accidental insurance is also provided.
RPL follows five steps: Mobilization, Counselling, Orientation, Final Assessment, and Certification. It identifies skills, counsels, provides orientation, assesses, and awards certificates and cash payouts. Pass percentages vary by NSQF levels, encouraging skill development and certification.
