AVAS's strategy for transforming communities included raising people's knowledge, empowering them to make decisions, involving them in participatory action, and involving them at every stage of planning and execution. At every stage of these processes, women were essential, and the effectiveness of AVAS's interventions hinged on their ability to change leadership, establish locally based organisations, or CBOs, and act as a catalyst for change inside the system.

AVAS has continuously raised awareness and worked to inform women and young people about their rights to documentation and social benefits. Approximately one lakh such entitlements in impoverished communities have been facilitated by AVAS. This includes enabling people to obtain their Aadhaar Cards, Voter ID Cards, Ration Cards, BPL Cards, Pensions, Income Certificates, Caste Certificates, Birth Certificates, Death Certificates, House Lists, Land Registration Documents, Land Possession Documents, Kathas, E-Kathas, and more.
